No! In 2019, reforms to the Federal Civil Code went into effect. One of the modifications was to establish the minimum age limit of eighteen years old to be allowed to marry.
The state codes also joined the prohibition of marriage bond before such age, save for the state of Baja California. However, Article 145 of the Baja California state Civil Code has already been amended to clearly establish that both contracting parties must be of legal age, with no exceptions to this requirement.
That is, currently in the United Mexican States, marriage is only possible between persons who have reached 18 years of age.
